Per the Virginia Literacy Act, each local school board shall post, maintain, and update as necessary on each school board’s website a copy of its divisionwide literacy plan and the job description and contact information for any reading specialist employed by such school division and for any dyslexia specialist employed by such school division. The Department shall post each divisionwide literacy plan on its website.

Norfolk Public Schools Reading Specialists
The Reading Specialist at Norfolk Public Schools provides specialized instruction in reading and writing for students at all grade levels. This role involves assessing student performance, designing tailored instructional strategies, and supporting teachers through professional development. The specialist collaborates with staff and parents to promote literacy, ensuring alignment with Virginia Standards of Learning. A master’s degree in Reading and state endorsement as a Reading Specialist are required.

Reading Specialist Full Job Description
The responsibilities of Norfolk Public Schools Reading Specialist include, but are not limited to, the following:
- Provides professional development, coaching, and planning focusing on tier 1 reading and writing instruction
- Designs and delivers instruction for students, small groups, and/or classes assigned to achieve desired objectives that reflect the Virginia Standards of Learning and division curriculum guidelines
- Diagnoses individual, group, and program needs and plans for the appropriate use of time, materials, technology, and resources to promote the development of critical thinking, problem-solving, and performance skills
- Evaluates students’ progress; provides students with specific evaluative feedback; maintains appropriate records and prepares progress information for reports
- Identifies and communicates specific student performance expectations and documents student learning gains using a variety of appropriate assessment instruments
- Differentiates instruction to meet diverse student needs
- Selects, evaluates, and refines a variety of teaching methods and instructional strategies for the active engagement and self-motivation of students and improvement of student learning
- Manages classroom procedures to maximize academic learning time, in order to motivate students to achieve maximum potential
- Works collaboratively with other teachers, staff, administrators, parents, and community resources to support the success of a diverse student population
- Communicates with special education and classroom teachers, students, student counselors, and parents through conferences and other means
- Provides support for the special education and classroom teachers in relation to the Standards of Learning, remediation, acceleration, and the district curriculum
