Intervention Framework
MTSS Framework
NPS Literacy employs a Multi-Tiered Systems of Support (MTSS) framework for literacy. MTSS is an instructional framework that includes universal screening of all students, multiple tiers of instruction and support services, and an integrated data collection and assessment system to inform decisions at each tier of instruction.
Intervention Supports
To meet the expectations outlined in the Virginia Literacy Act, Norfolk Public Schools utilizes the Virginia Language and Literacy Screening System (VALLSS) as the early literacy screener in K-3rd grade, as provided by the Virginia Department of Education through the VDOE’s Early Intervention Reading Initiative (EIRI).
VALLSS helps educators understand each student’s risk level for future reading difficulties by assigning them to one of three Bands of Risk: Low Risk, Moderate Risk, or High Risk.
Students identified in the High Risk category are the most likely to experience ongoing reading challenges. To ensure these students receive the support they need, they qualify for additional intervention services through the Early Intervention Reading Initiative (EIRI). This includes 2.5 hours per week of targeted, supplemental support and the development of a Student Reading Plan.
The extra support for High Risk students may be provided by various professionals, such as a reading specialist, trained tutors, Title I teachers, special education case managers, or through specialized computer programs. Our goal is to ensure each child receives the help they need to become confident, successful readers.
Early Literacy Tutors
Early Literacy Tutors provides literacy intervention and support to K-2 students under the direction of the building's reading specialist and in collaboration with classroom teachers. All Early Literacy Tutors receive extensive training and coaching support in implementing the evidence-based literacy intervention, SIPPS® (Systematic Instruction in Phonological Awareness, Phonics, and Sight Words). Tutors deliver this explicit, systematic instruction daily, to small groups of identified students.
SIPPS Curriculum
SIPPS® (Systematic Instruction in Phonological Awareness, Phonics, and Sight Words) is a research-based foundational skills program proven to help both new and struggling readers in grades K–12, including English learners and students identified with dyslexia. The SIPPS® curriculum and training are available to educators who provide Tier 2 intervention support.

Lexia® Core5® Reading is a comprehensive and adaptive literacy program designed to support students who may be struggling with reading and language skills. It employs evidence-based practices and aligns with the principles of Science-Based Reading Research (SBRR) to ensure effective and targeted intervention.
Regular progress monitoring and assessment tools are integrated into Lexia Core5. These assessments allow educators to track each student's growth, identify areas of improvement, and make data-informed decisions about their instruction. This data-driven approach enables teachers to provide timely and targeted interventions, adjusting their teaching strategies as needed to meet the unique needs of each student.
