Intervention Framework
MTSS Framework
NPS Literacy employs a Multi-Tiered Systems of Support (MTSS) framework for literacy. MTSS is an instructional framework that includes universal screening of all students, multiple tiers of instruction and support services, and an integrated data collection and assessment system to inform decisions at each tier of instruction.
Intervention Supports
Norfolk Public Schools uses various forms of assessment data, including standardized tests, formative assessments, and progress monitoring data to determine students in need of intervention. Analyzing this data allows teachers to identify students who are struggling to meet grade-level benchmarks. By examining patterns and trends in the data, educators can make informed decisions about which students require targeted interventions to address their specific academic needs and provide appropriate support to help them succeed. This support can come from the reading specialist, Title I teacher, trained tutors, special education case manager, computer program, or any combination of providers.

Lexia® Core5® Reading is a comprehensive and adaptive literacy program designed to support students who may be struggling with reading and language skills. It employs evidence-based practices and aligns with the principles of Science-Based Reading Research (SBRR) to ensure effective and targeted intervention.
Regular progress monitoring and assessment tools are integrated into Lexia Core5. These assessments allow educators to track each student's growth, identify areas of improvement, and make data-informed decisions about their instruction. This data-driven approach enables teachers to provide timely and targeted interventions, adjusting their teaching strategies as needed to meet the unique needs of each student.
University Instructors
Norfolk Public Schools partners with University Instructors (UI tutors) to provide degreed specialists with instructional experience and/or certified teachers to deliver in-person, student-centered support aligned with classroom instruction, state-wide standards, and district learning priorities.
