    In Norfolk Public Schools, a commitment to Equity and Excellence for ALL continues as the cornerstone for providing proactive, high-quality instructional interventions and supports tailored to meet individual students' learning needs. Learning data indicates that though students' learning in reading and math has progressed since the onset of the pandemic, significant gaps in learning continue. NPS recognizes that additional intensive, individualized learning support, incorporating both in-person, high-dosage small group instruction partnered with support from digital learning platforms that adjust to meet individual students' learning needs while providing support with mastering on grade level skills and content, remains critical in ensuring all students reach grade level learning targets. Therefore, to effectively close students' learning gaps and accelerate learning, Norfolk Public Schools has developed this instructional support and tutoring plan in alignment with the Virginia Department of Education's (VDOE) ALL In VA Tutoring plan and funding. This document outlines the school division's implementation plan, including identifying and prioritizing students for tutoring, developing tutoring schedules, staffing and training tutors, communicating with families, and structuring systemic collaboration for instructional data-based decision making among teachers and tutors.
