  • James Monroe Elementary School's Goals for School Year 2025-2026

    Instructional Focus:

    Believe 

    We nurture a shared belief in the abilities of every scholar and the transformative power of education. 

    Believing means having confidence in oneself, trusting the learning process, and knowing that success is possible through effort and determination.

    Engage 

    We actively participate in learning by encouraging scholars to think critically, ask questions, and collaborate with others. 

    Engagement in education means scholars are intellectually invested, motivated to learn, and supported by instruction that is relevant, rigorous, and responsive to their needs.

    Achieve 

    We set high expectations and provide the support necessary for every scholar to reach their fullest potential. 

    Achievement reflects growth, mastery of skills, and the perseverance to meet and exceed academic goals.

    Achievement is the fruit of GOOD instruction.

    Attendance Goal: 

    JMES will maintain and/or improve chronic absenteeism rate less than 10% before/without adjustments for the duration of the 25-26 school year. 

    Reading Goal:

    By May 2026, James Monroe Elementary School will increase the overall Reading SOL pass rate for Grades 3–5 from 58% (2024–2025) to 65%, with a specific focus on improving performance among students with disabilities and English Learners by a minimum of 10 percentage points each, as measured by Virginia SOL results.

    Math Goal:

    By May 2026, James Monroe Elementary School will increase the overall Math SOL pass rate for Grades 3–5 from 56% (2024–2025) to 65%, while reducing the percentage of students scoring at the Fail Below Basic level by 15%, and increasing the pass rate for SWD by at least 10 percentage points.

    Science Goal:

    By May 2026, James Monroe Elementary School will increase the 5th Grade Science SOL pass rate from 41% (2024–2025) to 65%, with at least 75% of teachers delivering inquiry-based science instruction weekly and SWD science pass rates increasing by 10 percentage points.

    History Goal:

    By May 2026, James Monroe Elementary School will increase the Social Studies SOL pass rate from 35% (2024–2025) to 60%, with an emphasis on improving achievement among Students with Disabilities and Black students by at least 15 percentage points.

    Five Goals for Achieving Equity and Excellence for All.

    1) Work to improve students’ academic performance while integrating social-emotional learning into daily instruction.

    2) Attract and retain highly qualified, effective teachers to teach our students.

    3) Improve our aging infrastructure so that our students are educated in school buildings that are worthy of them.

    4) We must be more purposeful and strategic in developing and sustaining effective partnerships with our families and other community stakeholders.

    5) Be more intentional in fostering a division-wide culture of caring.

  • Recently, NPS  completed work with the Virginia Department of Education (VDOE) on a new Corrective Action Plan/Reconstitution Agreement for School Improvement. This work  captures Norfolk’s targeted steps in district turnaround based on student achievement outcomes for the city’s schools that fall under the state sanction of “Accreditation Denied” or “Partially Accredited: Reconstituted”.   The plan may be found by clicking here.
