Dr. Julia James, Principal
I am honored to continue working collaboratively with the Eagles Family as the Chief Instructional Leader and is energized and deeply committed to making a positive difference in the lives of our scholars. My goal is to establish a supportive learning environment where the teachers and the scholars thrive.
For over 23 years, I have worked as a Classroom Teacher (2nd, 3rd, 4th), Literacy Teacher (K-3rd), Instructional Specialist (Prek-5), School Improvement Coach, Assistant Principal, and Adjunct Instructor. My love for learning and dedication to excellence has become the driving force behind my beliefs, values, and vision for building a strong school community.
Our staff is dedicated to promoting academic excellence by providing effective rigorous lessons that focuses on literacy within all content areas, offers opportunities for the scholars to demonstrate leadership within the classroom, and incorporates innovative instructional techniques.
We are committed to building excellence by establishing a sense of community, having compassion without excuses, a feeling of joy to come to work and learn. It is our belief that working together with parents, community members, and all stakeholders will help us in meeting our goal as we Team Up to achieve excellence in academics.
We will work under the philosophy that everything we do in our school will be done with the best interest of our scholars in mind. We will be determined to support every child, every day at James Monroe Elementary and will bring the energy, enthusiasm, and thoughtfulness needed to continue to make our school a special place to work and learn.
We are the EAGLES! Team Up For Excellence!

Mrs. Jade Fleming, Assistant Principal
I am Jade Fleming and I am honored to be the Assistant Principal at James Monroe Elementary School. I am elated to join a community rich in love and high quality learning experiences for all students! It is my goal to support teachers, students and their families, along with community partners to foster an environment to meet the needs of all students both socially and academically.
I come to you with over a decade of educational experience as an elementary teacher and leader in my hometown of Hampton, Virginia and in our Nation’s Capital, Washington, D.C. I attended Hampton University where I earned my bachelor’s degree in English Arts and Old Dominion University where I earned my master’s degree in PK-6 Curriculum and Instruction. Over the years I’ve taught 1st, 3rd and 5th grades, served as Vice Principal and also, Principal-in- Residence. I am overjoyed to be back in the Hampton Roads area and to be an EAGLE at THE James Monroe Elementary.
Together, we will ensure that the James Monroe tradition of pride continues through teaming up for excellence each and everyday. All students deserve rigorous and robust educational experiences. Our team is anchored in positivity, productivity and intentionality to make James Monroe an excellent place for kids and adults to grow and thrive.
As I learn THE James Monroe way, I am excited to get to know each and every person that makes this community magical. Please feel free to connect with me at any time via phone call or email.
Cheers to a phenomenal year!
In partnership,
Ms. Jade Fleming
