Mrs. Tori Jacobs-Sumbry, Principal
Tori Jacobs-Sumbry returned to Norview High School as the principal in August 2022. Raised in the Norview area of the city, Mrs. Jacobs-Sumbry attended Norview Elementary, Norview Middle, and Norview High Schools. She was active in many clubs and organizations, including the Marching Band and cheerleading.
Mrs. Jacobs-Sumbry was one of three students in Norfolk Public Schools awarded the Tomorrow’s Teacher Scholarship. With a full academic scholarship sponsored by Norfolk Public Schools, Virginia Polytechnic Institute and State University, and Mobile Oil, she attended Virginia Tech and earned a Bachelor of Science Degree in Mathematics. Immediately following graduation, Mrs. Jacobs-Sumbry returned to her alma mater for her first teaching experience. She had a successful six-year teaching career at Norview High School. One of her many recognitions includes being featured in the Virginian Pilot, On track for success: Norfolk’s Norview High improves in SOLs, SATs article.
Mrs. Jacobs-Sumbry was the mathematics department chair at Rosemont Middle School and Lake Taylor High School from 2005 to 2014. During her teaching career, Mrs. Jacobs-Sumbry taught courses ranging from Algebra I to Math Analysis. From 2014 – 2022 she was an assistant principal at Granby High School. She exemplifies positive, professional leadership that makes a difference in the lives of students and staff. During her tenure at Granby High School, she led the implementation of new programs and best practices.
Mrs. Jacobs-Sumbry earned a Master of Arts in Urban Education from Norfolk State University in 2008 and an Educational Specialist in Mathematics Education from Nova Southeastern University in 2014. She is currently a doctoral candidate at Virginia Tech. She is married to a Navy Veteran. Her son, Eric, is a VCU Ram, and her daughter, T’Aja, is in the MHSP at Maury High School.

Mrs. Rebecca S. Boonviseth, Assistant Principal
Mrs. Boonviseth follows Aristotle's philosophy that "Educating the mind without educating the heart is no education at all." She graduated from St. Leo University with a degree in Psychology and was a Social Worker with the City of Virginia Beach before deciding that her "calling" was in education.
Mrs. Boonviseth spent her 16-year teaching career at Norview High School: first as a Special Education teacher and then as the Special Education Department Chair. In 2019-2020, she attended ODU and received her Master of Science Degree in Educational Leadership, and in September 2022 was promoted to Assistant Principal. She is excited about her new role at Norview High School. She believes she can help make a difference in the development of the whole child: intellectually, emotionally, socially, and physically.
In her spare time, Mrs. Boonviseth enjoys traveling and spending time with her husband Chakkrit and two children, Rylee Pearl and Casey.

Mr. Gregg J. Mottinger, Assistant Principal
Originally from Dallas, Texas, Mr. Mottinger earned a Bachelor of Science Degree from Old Dominion University in 2007. Mr. Mottinger played on the ODU Men’s Soccer Team from 2003-2007 and has worked in Norfolk Public Schools for 8 years as a Health & Physical Education Teacher and Varsity Soccer Coach. He earned is Master of Science Degree in Educational Leadership from Old Dominion University in 2016. As a proud community member of Norfolk, Mr. Mottinger is passionate about building relationships with the students of diverse backgrounds to help them reach their true potential.

Dr. Kyleah Lee, Assistant Principal
“You Must Be the Change, You Want to See in the World.” This is a quote that Dr. Lee firmly believes in and strives to live by everyday.
Dr. Kyleah Lee is a product of Norfolk Public Schools. She attended Lake Taylor Middle School and is a proud 1997 graduate of Booker T. Washington High School. She earned a Doctorate of Philosophy in Education, Policy, Planning and Leadership and a Master of Arts in Education in Curriculum and Instruction/Secondary Education-Social Studies, both from the College of William and Mary. She earned a Bachelor of Arts in History in 2001 from Norfolk State University where she received a special honors program diploma.
Dr. Lee started her career in education at her beloved alumna mater, Booker T. Washington High School where she taught history for five years. She served as the Assessment Coordinator for Norfolk Public Schools where she assumed primary responsibility in coordinating the Virginia Alternate Assessment Programs for NPS. She was instrumental in training teachers, building level and central administrators on effectively using test data to enhance instruction and evaluation of special education students. She went on to work in private industry as the Vice President of a financial planning agency. However, she knew that education was her true passion and calling and returned to the profession in 2017. She was the Site Coordinator and elective teacher of the AVID Program at Oscar Smith High School in Chesapeake, VA.
Dr. Lee considers herself a “foodie.” In her spare time, she enjoys trying new restaurants near and far. She enjoys spending quality time with her family and friends. She is an active member of The Mount Chesapeake, a member of Delta Sigma Theta Sorority Inc. and participates in many local community outreach programs.
Dr. Lee is excited about her new role at Norview High School and is committed to helping all students find their greatness within.

Ms. Alexis Rogers, Assistant Principal
Ms. Alexis C. Rogers is a 1993 graduate of Indian River High School. She attended Virginia State University in Petersburg, Virginia on a full track scholarship and majored in Health, Physical Education, Recreation , and Dance. She graduated from Virginia State University in 1997 and went on to earn 2 Masters Degrees; a M.Ed. from Norfolk State University in Educational Leadership and a M. Ed. from Cambridge College in Special Education with emphasis on Severe Disabilities.
Ms. Rogers has been employed with Norfolk Public Schools for over 21 years. She was the Teacher of the Year at Camp Allen Elementary School in 1999, she served as the Dean of Students at Blair Middle School for many years, and she was also the Teacher of the Year at Booker T. Washington High School in 2017.
Ms. Rogers is a fair leader who leaves a positive and lasting impression on the children she comes in contact with through fair decision making, respect, and dignity. Her decisions are made with integrity as a number one priority.
In her spare time, she enjoys running, playing basketball, thrift store shopping, reading, and listening to music. She is an active member of The Historic First Baptist Church in Norfolk, a member of Delta Sigma Theta Sorority Inc. and she is involved in numerous other church, community and civic related organizations.
Ms. Rogers believes that “Students don’t care how much you know until they know how much you care.”

Dr. Donna Smith
Dr. Donna Smith is a 1992 graduate of Norview High School. She attended Norfolk State University where she majored in Elementary Education. She went on to earn her master’s degree from Regent University in Educational Leadership as well as two Educational Specialist degrees from Regent in both Mathematics Educational Leadership and Advanced Educational Leadership. She further went on to receive her doctorate in Advanced Educational Leadership.
Dr. Smith attended Norfolk Public Schools as a child and has been employed with the district for over 16 years. She has served as a paraprofessional, reading teacher, mathematics teacher, Title 1 Mathematics Interventionist, Mathematics Specialist, and an instructional coach before becoming an Assistant Principal at Norview High School.
As a lifetime Norfolk resident and mother of two children who also graduated from Norview High School, Dr. Smith is passionate about the students in the community. She believes in building relationships and leading with fairness and respect.
In her spare time, Dr. Smith enjoys thrifting, traveling, and listening to music.
Dr. Smith is committed to the remarkable students, supportive families, and dedicated staff at Norview High School.

Mrs. Tamara Owens, Office Manager
Mrs. Owens came to Norfolk Public Schools in October 2015 with a wealth of experience. Prior to joining NPS, Mrs. Owens worked for over 6 years with the City of Virginia Beach Public Schools serving as Financial Assistant and Bookkeeper. She is a mother of 3 and grandmother to one. Mrs. Owens is known for being of great character.
