Norfolk Public School Board Appoints Acting Superintendent to Ensure Leadership Continuity

Norfolk, VA – The Norfolk School Board unanimously voted to appoint Jeff Rose, Ed.D., as Acting Superintendent effective immediately. This special called meeting took place following an administrative licensure delay by the Virginia Department of Education (VDOE) delaying final confirmation of the district’s Dr. Rose as superintendent appointment.

The action, taken during a special called meeting of the Norfolk School Board on Thursday, February 26, 2026, ensures uninterrupted leadership and operational stability across the district serving nearly than 26,000 students.

“We want to be clear that this is an administrative matter external to the district,” said School Board Chair Tiffany MooreBuffaloe. “To maintain continuity and comply with state requirements, we have appointed Dr. Rose as Acting Superintendent  while the matter is resolved.”

According to district officials, VDOE did not complete the credentialing process. The Norfolk School Board has been and continues to be in constant communication with the state waiting for a resolution from VDOE on this matter.

“I am deeply grateful to the Norfolk School Board for their leadership and support,” said Dr. Rose “I am thankful to officially serve the Norfolk community and to begin this work by listening, building relationships, and supporting our students, staff, and families. I look forward to moving ahead together.”

District operations, instructional programming, and ongoing initiatives will proceed as planned. The School Board expects the VDOE matter to be resolved in the coming weeks.

The Board expressed appreciation to families, staff, and community partners for their continued support and emphasized its commitment to transparency throughout the process.
