Apply via the Out-of-District Transfer (ODT) Permit Portal – Scribbles https://norfolkvac.scriborder.com/l

📄 Required Documentation (based on request reason):

  • Child Care (Elementary & Middle School):

              Notarized statement from child care provider.

              Employer verification of work hours on official letterhead.

  • Moved Within Norfolk (different school zone):

              Proof of new address.

  • Victim of a Crime:

              Documentation from court or police.

🚫 Schools/Programs That Do NOT Accept ODT Permits via DSSS:
(Handled by the school or other departments directly)

  • Special Education (via Special Education Dept.)

🏠 Address Verification (upon approval):


Only one of the following (must match parent/guardian's name):

  • Current Utility Bill – Power, gas, water, or sanitation.
  • Mortgage Statement or Lease – Must include:
    • Landlord/homeowner name & contact
    • Property address
    • Date of occupancy/current date
    • Rent amount
    • Renter's (parent/guardian's) name (on company letterhead)

 

🚫 Driver’s license/DMV ID is NOT accepted for address verification.

⚖️ Legal Notice:
It is a Class 4 misdemeanor to knowingly make a false statement concerning the residency of a child in a particular school division or school attendance zone, if the purpose is to avoid tuition or to enroll a student in a school outside the attendance zone in which the student resides.
