Children with special needs in Norfolk, ages 2-21, are identified, evaluated, and provided a free and appropriate public education. Special education services are provided in the least restrictive environment with specifically designed instruction to meet the unique needs of each child.
Eligibility for special education services is determined by completion of a comprehensive evaluation conducted by qualified school personnel including school psychologists, school social workers and visiting teachers, speech/language pathologists, and occupational and physical therapists as appropriate.
