School Board of the City of Norfolk
Minutes of the School Board Work Session
June 11, 2007

The School Board convened the work session at 4:40 p.m. in the Superintendent’s Conference Room of the School Administration Building, located at 800 E. City Hall Avenue, in Norfolk, Virginia.  Present were:  Chair Bishop, Vice Chair Rhodes, Mr. Cook, Mr. Driggers, Dr. Tonelson and Deputy Clerk Stocks.  Dr. McCluney was absent.   Also present were Dr. Jones, Chief Operations Officer Spencer, Chief Financial Officer Schmitt, and Chief Information Officer Sullivan.   Ms. Melissa Tow was present along with Jane Pellegrino, Vizel Townsend, Dr. O’Konek, Dr. Dillard, and Mr. Scott.

Topics discussed by the Board included:

1. Finalize spending for the 2006-07 Budget

2. 2007-08 Budget Spending plan

           — Priorities
           — Use of fund balance
           — Stipend for Senior Employees

3. Pay and Classification Study recommendations from Wachovia:

          — Review recommendations for classified employees
          — Determine spending plan

It was moved and seconded to implement only the classified employee part of the study. This implementation is scheduled to occur over a three (3)-year period. Because of limited funding, the administrative portion will be placed on “hold.” Administrators will receive a 4% pay increase this year (3% step plus 1% cost-of-living adjustment). The motion was approved.

4. Accountability Plan

The School Board Assessment form was handed out to board members.

The meeting adjourned at 6:40 p.m.
